The White Bear is a Legendary Animal mount added in Patch 1.01.00. It is one of three legendary beasts that can be hunted and turned into a permanent summonable mount.
HOw To Obtain
1. Travel to the northwestern edge of the map
2. Head to the area west of Five Finger Mountain Valley Ancient Ruins
3. Use the nearby Abyss Nexus teleporter if available
4. Look for the giant skeleton landmark (you can also obtain the Darkbringer sword here)
5. Find and kill the White Bear nearby
6. Skin the carcass and loot the Claws of the White Bear
7. Visit a Witch NPC and craft the Sigil of Solidarity (White Bear)
8. Use the sigil to unlock the mount
